Rosemarie Moyeno Matos, is a highly respected attorney with over 20 years of experience delivering strategic legal counsel across a broad spectrum of practice areas, including business, cannabis, insurance, environmental, regulatory compliance, and real estate law. She is widely recognized for her work advising entrepreneurs, start-ups, small businesses, and non-profit organizations, crafting tailored legal strategies that minimize risk and promote sustainable growth.
Since 2018, Rosemarie has established herself as a leading legal voice in the East Coast’s emerging cannabis industry. She provides outside general counsel services to cannabis businesses on matters such as licensing, entity formation, capitalization, banking, land use, real estate, and regulatory compliance. In 2022, she was appointed Board Attorney to the City of East Orange’s Board of Cannabis Control.
Recognized for her subject-matter expertise, she also serves as an instructor for the New Jersey Business Action Center’s Cannabis Training Academy—the nation’s first state-run cannabis technical assistance program—where she teaches a specialized course on “Proof of Local Support.”
Rosemarie’s commitment to public service is reflected in her leadership across numerous civic and advocacy organizations. She currently serves as President of LUPE Fund, Inc., a nonprofit dedicated to empowering Latinas through leadership development and civic engagement, and is a trustee of its sister organization, Latinas United for Political Empowerment, Inc., which advocates for a broad spectrum of issues impacting the Latino community. She is also a commissioner on the New Jersey Puerto Rico Commission, having been appointed to the commission by Governor Phil Murphy in 2021.
A passionate advocate for economic inclusion, Rosemarie also serves as a legal coach for the Statewide Hispanic Chamber of Commerce of New Jersey’s entrepreneurship training programs, supporting Hispanic and Latina business owners with practical legal guidance and mentorship and is an Executive Board Member for the Tri-State Chapter of the National Hispanic Cannabis Council which works to promote and expand opportunities for Hispanic professionals in the cannabis industry.
Rosemarie continues to be a driving force at the intersection of law, business, and community empowerment — championing equity, innovation, and inclusive economic opportunity. Her pioneering work in cannabis law and commitment to community empowerment have earned her multiple honors, including recognition from NJBIZ, the NJ Cannabis Insider, Odyssey International, and the New Jersey Law Journal.
